ASTM F1869 is the calcium-chloride method, which collects what comes off the surface. ASTM F2170 drops probes into the slab and reads the relative humidity inside the concrete. F1869 has been disallowed for lightweight aggregate concrete since 2010, so where that applies we go straight to F2170. High reading, a vapor-barrier primer goes down first. Normal reading, it does not, and you are not billed for one. Every garage and commercial job starts with that number, and you get to see it.
Timing carries as much weight as chemistry here. Roughly two-thirds of the year's rain falls between June and September, and the rule every manufacturer's data sheet repeats is to keep the surface at least 5°F above the dew point through prep, application, and cure.
